Hot weather, and shirts come off, and I notice several younger guys seem to be wearing two layers under their jeans - ordinary boxers and also footie shorts - see the pic. Anyone know what this is about? Must be really sweaty in there ...

He’s wearing a pair of regular red shorts (probably basketball shorts) and then boxers underneath. He could be part of the “sagger” community. These guys sometimes like to layer up (often a pair or two shorts - then boxers, underneath their pants) and show off those layers by sagging their pants and layers of clothes underneath. The first layer of shorts underneath the pants is most certainly the baggy and long kinds (hence basketball shorts) - shorter inseam shorts like footy shorts are rarely used in the layering combo.

Outside of the sagger community; this has been a trend back in the 90’s and 00’s, at least from personal experience when I was in middle school and high school in California. Check out the hip hop and pop scene at the time and you can tell that was the trend (i.e. Nelly, 50 Cent, Snoop Dogg, Lil Wayne, and even boy bands like Backstreet Boys were like this at the 90’s, 00’s.) I had classmates who did this - most often a pair of gym shorts or basketball shorts and then boxers underneath their pants. Not only was it trendy at the time, but is was also convenient for them because they could simply take off their pants if they wanted to play sports. The guys who did this at my school were usually straight, didn’t matter what race or social status. I imagine the trend still exist because you will see this at poorer, “ghetto” communities. The only thing that’s changed are the pants; probably not as baggy as before, I’ve seen guys layer up and sag underneath their skinny jeans later on (late 00’s to present).

I’ve tried the sagging thing, especially with baggy jeans and shorts; glad I phased out of that and gradually shed off this trend at the end of high school - completely stopped sometime in college. Lol, I finally “pulled my pants up” somewhere in senior year of high school, then ditched the layering up with baggy basketball shorts to boxers underneath the pants at the beginning of college for the same reasons you mentioned - it got hot and gross down there.
