Liberia Is Free of Ebola, World Health Organization Declares

The World Health Organization declared Liberia free of Ebola on Saturday, making it the first of the three hardest-hit West African countries to bring a formal end to the epidemic.
“The outbreak of Ebola virus disease in Liberia is over,” the W.H.O. said in a statement. The president of Liberia, Ellen Johnson Sirleaf, planned to attend ceremonies later in the morning to commemorate the dead and celebrate survivors.
As of Saturday, two maximum incubation periods of the virus, a total of 42 days, had passed since the burial of the last person confirmed to have had Ebola in Liberia, fulfilling the official criteria for concluding that human-to-human transmission of the virus has ended. According to the W.H.O., there were more than 3,000 confirmed Ebola cases in Liberia, and a further 7,400 suspected or probable cases, with more than 4,700 deaths estimated to have occurred since the outbreak was declared there in March of 2014. Among the dead were 189 health care workers.

The World Health Organization has formally announced the end of the Ebola outbreak in Liberia - meaning the West African epidemic is officially over. But many people are still living with the after effects. The men recruited to incinerate the bodies of those killed by the disease last year are now forced by their community to live together in squalor, succumbing to alcohol abuse.

The World Health Organization announced Thursday that the Ebola epidemic in West Africa is over — for now.

For the first time since the outbreak began in December 2013, all three of the hardest-hit West African nations — Liberia, Guinea and Sierra Leone — have had zero reported cases of Ebola for 42 days in a row. That's equal to two full incubation cycles of the virus.

The most recent outbreak was in Liberia, which had previously been declared Ebola-free in May and in September last year. Each time, at least one new case was later discovered. The last confirmed patient has now tested negative for the disease two times, the WHO says.

The WHO emphasized that all three countries "remain at high risk" of small-scale re-occurrences of the disease.

As NPR's Goats and Soda blog reported in November, when the most recent flare-up in Liberia began, researchers arecontinuing to learn about how survivors can and can't pass the disease to others long after the standard incubation cycle is over.

The Ebola virus can remain in semen for 9 months, for example, far longer than previously understood, raising the risk of sexual transmission of the disease once it has otherwise stopped spreading through a population.

Russia's AIDS epidemic is at a dangerous tipping point after the number of people registered HIV-positive passed the 1 million mark, the country's top AIDS specialist said on Thursday, warning the rate of infection had reached record levels.

Vadim Pokrovsky, the head of the federal AIDS center, told Reuters that the prevalence of the disease was on the verge of becoming common throughout the population, instead of concentrated primarily within a certain group.

Almost 20 percent of the country's drug users and nearly 10 percent of the country's gay people were HIV-positive, he said. Between 55 and 60 percent of cases are linked to drug use and around 40 percent to heterosexual sex. Gay sex accounted for only about 1.5 percent.

Russia registered its millionth HIV-positive patient — a 26-year-old woman in the south of the country — on Wednesday, said Pokrovsky. But he added the real number of HIV-positive Russians could be as high as 1.5 million, or 1 percent of the population, based on his and other expert estimates.
