Masters and Johnson researched Premature Ejaculation heavily and came up with a few techniques for preventing ejaculating before your partner:

Penis Squeeze: You or your partner tightly squeeze the penis just below the glans before you come close.

Start-Stop: Using a lot of will power, you or your partner stop stimulation of your penis when you come close.

Ball Pulling: You or your partner pull on your testicles when you come close.

Also try products like Stud 100, which is a topical anesthetic and reduces sensation of the penis.

Some people swear by tight condoms (which works for me). Others swear by tight cock rings to cause numbness--though they can be too tight (buy the quick-release snap kind).
