I think much of it is the puritanical sense of morality in parts of USA. It seems to be getting worse rather than better. Added to that, a large percentage of Americans continue to get fatter, with less attractive bodies. They don't like to look at attractive slim bodies, it makes them look bad.

It is aimed at guys more than girls. Women can wear short shorts and expose cleavage and bum crack without a problem. Let a guy expose much of his leg above the knee or the top of his crack and someone will object.
