That is a decrease in tax liability. It's loaded language to call it a handout. It decreases the amount of tax liability on those that would already be able to reduce their liability to 0, thus giving them a larger refund. Ask the people who were self employed however, and they will probably still have to pay taxes at the end of the year due to no deductions being made from their paychecks. You can't jusge this on the basis of income alone.1. A third of what Obama calls tax cuts are actually handouts given to those who pay no income tax.

Bullshit. Giving more money to people on the bottom does create jobs. Who here has worked retail? How many of you have gotten your hours or your jobs cut? Was this due to the people at the top not raking in enough dough, or due to your business not making any sales? If the money starts flowing in, people will have more money to work with in the job sector.4.
