perhaps so, but if that was their mandate for change you can bet that they would be less subject then the machines currently in charge. Getting rid of many campaign allowances and putting caps on cotnributions, would in fact keep the parties most responsible for the out of control corruption far more contained. Would it work? I'd bet it would. With people who were truly committed to reform able to get power, the system could be changed to dismantle the lackadaiscial approach to honesty in campaing finance and lobbying.
