No, and be really, really, careful. Most of these devices strangle your penis because they don't distribute tension over the surface penis. The ones that use a noose are the worst. You can't wear them for long before they cut off blood supply to the glans and, at worst, can cause nerve damage. The best devices are those which use a very wide pad which hold the glans ahead of it. They work for those men who have a glans which is generally wider than the shaft. Otherwise they're not much use. I'd advise to stick with ordinary (but effective) jelqing in that case.
