The Kurgan

That character is the reason I could never be a serial killer. I'm antisocial enough, but my concept of violent evil is so over the top from seeing Highlander at a young age that it has no relationship to real possibility. Sure, I could be a psycho killer; But I'm never going to be an immortal personification of wrong chopping people's heads off through the centuries, so what the hell's the point?

Highlander 1 did soooooo rule, I play the Queen soundtrack to the movie all the time

Off the top of my head:

Jack Nicholson's Joker
Alan Rickman's Sheriff of Nottingham (totally carried that film)
Jason Issac's Lucius Malfoy

Nobody in movie history quite compares to The Joker (Heath Ledger) for me. The lad was beyond class in the role, everything from words to gestures. There were moments in the movie you thought he was genuinely mad. That cackling, crazy laugh was chilling. The fact he had all these big gangsters scared of his insanity. I loved the scene where he grabs Bruce Wayne's girlfriend "well hello beautiful..." Haha SO well acted. And he had a rationale for it. I am a firm believer the best bad guys were ones who believed what they did was right. Hannibal Lecture was because he hated rudeness, Joker was "if you're good at something why do it for free" in relation to killin for money... Joker was beyond awesome.

Hannibal is a very close second

No country for old men. Cihgur (sp?) played the role perfect too.

Missing more but that came to mind first.
