My concern is on the bolded portion. The reason is that the David Cameron law actually bans the following:

Aggressive whipping

Penetration by any object "associated with violence"

Physical or verbal abuse (regardless of if consensual)

Urolagnia (known as "water sports")

Role-playing as non-adults

Physical restraint

Humiliation

Female ejaculation

Strangulation

Facesitting

Fisting"

Looking at it from a non-biased viewpoint only two of the list actually effect "females only" and of those two facesitting is widely accepted as being a power BDSM behavior instead of simply cunnilingus which falls in line with the top three. These also only fall in line with what is produced; the new law would have a difficult time ensuring that ISPs do more than block websites dedicated to the above but ultimately cannot prevent access to the content entirely. I can see where they got the female ejaculation from too, as it is tied to urolagnia, but whether or not that moral judgment should have been made is questionable. I'm also unsure where "fisting" came in.

And "physical restraint" is something so normal that even the most vanilla and conservative hetero couples these days might experiment with a pair of furry handcuffs, and it does no harm, so why the blanket ban of everything?

I imagine what the "silent" end-goal is would be a reduction in exposure may produce a reduction in curiosity. Perhaps, if you think of it this way, the light BDSM in the modern bedroom might come from porn rather than porn simply following and providing what is wanted. In turn banning certain acts, while it may seem counterintuitive and a violation of rights, from being produced may in fact lower certain types of incidents which may be problematic in the society. This isn't really the logic behind other mediums such as fantasy mediums like videogames; people really do try this stuff and sometimes with disastrous results because they cannot actually separate fantasy from reality.

I am not saying people are dumb I am saying that a professional studio shooting a scene of staged rape is a hell of a lot different than trying to stage a rape in the home. So much more can go wrong and there's no crew on hand or cash to be paid if any of it does.

Obviously I don't need to explain this with humiliation (psychological effects can ruin couples permanently), asphyxation, any of the more intense violent practices in BDSM, the complete lack of cleanliness in "real" urolagia, etc.

I can imagine a law allowing males to orgasm but "no ejaculating". This is an unfortunate truth in many US male prisons, masturbation to ejaculation is not allowed. Texas as well a few other states is considering a general ban on male masturbation as a "right to life" issue (destroying sperm). Try and convince a woman who ejaculates to have orgasms without the ejaculate. She can't do it anymore than a man can. Seems quite a ridiculous a law in the UK. . All should rejoice that a woman can enjoy her orgasm whichever way she does it best, ejaculating or not.
