I imagine what the "silent" end-goal is would be a reduction in exposure may produce a reduction in curiosity. Perhaps, if you think of it this way, the light BDSM in the modern bedroom might come from porn rather than porn simply following and providing what is wanted. In turn banning certain acts, while it may seem counterintuitive and a violation of rights, from being produced may in fact lower certain types of incidents which may be problematic in the society.
