forgot the photo

the fat is mostly on the chest area and some in the inner thigh... when I was at 185 before I had a 4 pack :) that was about 6 years ago

I think my main issue is that my testosterone crashed though it's 270 range...

Actually the vast majority of your fat is around your waist. For men, it's the first place that will store fat, and it will be the last place to lose it. You already have ab muscles, they're just covered by fat. You can lose your fat only by maintaining a caloric deficit.
You mention your testosterone level, but you're not addressing any estrogen issue. The more fat you have, the more estrogen you will have. The estrogen will promote fat retention.

I agree with DSF...
Majority of your fat is around your midsection.....
Seem to be lacking in muscle mass a bit, as well.
Your test level is at the low end of normal.... But, not debilitating . Improvement of your diet/physical fitness routine/body composition should increase that pretty well.
What is your game plan to reach your goal?

That's a good start. But, it'll take much more than that to get where you want to be

A lifestyle change is required. Well, it's more an issue on how to change your eating habits.
I was almost 250 summer of 2018. I knew I was pushing the scales, but since I am very tall, I hid it well. Back pain was the final straw. I knew I needed to do something.

It starts by eating less. Not necessarily starving yourself, but just having smaller servings. No carbonated drinks, unless it's seltzer. Black coffee / tea. Lots of water. When I started, I'd lose a pound or two a week; maybe 6-8 pounds a month. Some months, I actaully gained a bit back - vacation. Then I simply started doing some push ups, crunches, and barbell exercises. Rode the bicycle when time / weather permitted. After six months, I lost enough weight that I ran out of belt holes, and could stick my fist down the waist of my pants and still have plenty of slack. My weight-loss has slowed in recent months, but I attribute that to (slightly) bigger arms and shoulder muscles. I still want to lose more around the mid-section, but am not going to starve and gym-rat myself to do it, simply because I know that I won't keep that pace going, and will gain it back.

I am in the mid 190's now. Maybe 10# to go. It may not come as quick as you want, but slow and steady wins the race. Once you start eating less, you'll notice a change in appetite, and it becomes MUCH easier to "not eat" a lot.

This summer, when friends and family saw me more naked (and not in bulky winter clothes), they fears I was suffering from cancer or something. I had to reassure them all was well, and it was all planned. I thanked them for noticing the loss in weight, and simply told them what I wrote above; it's all about portion control and simple exercise.

I still drink beer. I still have my wings. I still have pizza. But I no longer have the desire to eat half a pie. I no longer drink soda or even diet soda. Water; black coffee; beer; whiskey. Air-popped popcorn as a snack. Reasonable dinners. I am not a breakfast person. I wish you luck. Take it slow, and it will be easier to continue to maintain the lower weight once you do lose it. There are no shortcuts.

Agree you can do it.
On fizzy drinks, switch to zero calorie versions - coke zero, diet coke etc.
You need to be in a caloric deficit for weight loss.
Tracking your food intake using myfitnesspal could help a lot.

You mention you had a 4 pack last time. You're not going to miraculously gain a 6 pack when you diet down unless weight training with good compound lifts like squats as well as some ab isolation exercises in the mix as part of your plan.

You should consider working with a trainer if you can afford it. It will take the guessing out of it.

It's also worth mentioning that pictures of men in great shape on this forum (and across the internet) can give men a very unrealistic impression of what is possible. Never forget that lucky genetics and use of anabolics are at play in the majority of fitness models and porn stars you will see - even for them, the pictures you see are them on a Very Good Day and not what they look like all year round (especially when it comes to abs).

Not to mention the photoshopped pics he'll see posted.

It takes hard work and determination to get into good physical shape.

There’s plenty of people who keep abs all the time. As far as giving an unrealistic impression of what’s possible? Horseshit lol You don’t have to have freak genetics or use steroids to have a six pack all year. Is it easy if you *don’t* have freak genetics and/or use steroids? Of course not... but it’s absolutely possible if you want it bad enough. It’s just a matter of priorities. Genetics and steroids don’t lift weights for you... and they don’t decide what you put in your face hole. That’s just shit people tell themselves to make themselves feel better about not having the dedication to keep a six pack all year lol then there’s people like me... who will just flat out tell you that I like donuts way more than I want abs. Lacking the dedication? For sure... but at least I’m not bullshitting.
