In Africa, plenty of men get HIV from women. If a woman is HIV+, the risk of her male partner's becoming infected with HIV is unacceptably high. In India, male truckers often become infected from prostitutes. So, either cuts are unnecessary to become infected, or many men have minor cuts of which they are unaware.
