It doesn't seem backward at all to me.

It has always seemed obvious to me that it is the inserting partner (i.e. the top) who necessarily must feel a strong sexual desire, attraction to the other partner, emotional connection (requited or otherwise), etc. for insertive sexual intercourse to be consummated. The receiving partner does not need to be attracted at all and may even be utterly horrified and disgusted (as, for example, in the case of rape).
