Actually, I believe that it can be an appropriate medical procedure for triggering puberty in boys whose testes have been severely damaged by accident or illness.

I had an issue while using a testosterone gel. My young son was being accidentially exposed. Our Doc. told us that a short term exposure a his age (4-5) should have no lasting effects. However, if the exposure was great enough or long enough if would start puberty...enlarged penis, testicle, body hair, etc. (Doc. told us there were cases a 5 year old boys developing full sized adult male sex organs due to this type of exposure.) After awhile this would signal the plates on the end of the bones in the body to prematurely seal and no longer gorw. The Doc. told us if testosterone was given to a boy during puberty it could speed up the process, but would not increase the results...his penis would not be bigger than genticly programmed , it would just get there sooner. The cost would likely be very short height, infertility, damaged testicles, possible heart, thyroid and pituitary damage. It could also cause psycholgical and emotional problems (as if puberty isn't already filled with psychological and emotional problems already.)
Assuming a boy has normal testosterone levels, giving a him testosterone during puberty will only make his penis reach it's full size sooner or might help him add muscle mass. The cost however can be tragic and life long.
I can understand a man wanting to give his son all the advantages (real or not) he can, but messing with a child's body in this manner is wrong!
