Google microphone

I was in my webcam thing recently like earlier today talking with my brother and then later I went to search Google for something and there was a microphone thing in the right part of the search box. I clicked and found it picks up my voice. So I got some questions, can it be turned off? I'd already shut the webcam thing off. Has that microphone thing feature always been there?

By the way, it can be amusing since it has a strange voice recognizing program in it and when a word or phrase is said it can give hilarious results.
