It's all about the face and the physique. Before I even want to look at a person's bulge, I would rather look at their face (especially the eyes), their hair (or lack thereof) and body type. I tend to go for more down to earth looking guys than the fantasy types. Ones that look more mature and manly than boyish and twinky. The ones that would rather watch football on TV than Desperate Housewives, but aren't afraid to let their hair down when the time calls for it. And I love neatly groomed facial hair. Moustaches, goatees and some beards are a weakness for me.

Basically, if you look like OCMuscleJock and gave me a playful, but devilish smile I'd drool.

But even if you didn't have his physique, I'd probably try to give you some eye contact.

face, clothes, body (if you notice the clothes first, it's kinda fun to be imagining what's underneath it all)

The first thing would be height. I have a Napoleon complex even at my height.
Next would be face - eyes, bone structure, ergo - is this guy 'better bred than me', then body, then personality. Ability to exchange pointed, witty conversation and joke also at the top of the list.
It is natural to size up the competition so to speak and see if there is the same goal in mind. Guys seem to get on better when there is not the same end goal in mind and they are able to relate on an equal plane.
