To be sartorially correct, the measurement you're referring to is the rise. Inseam is leg length. The "rise" is the length from the top of the inseam to the top of the waist, usually 10" in today's modern pants which tend to be low rise, like comparing low rise of skinny jeans to trad men's trousers which used to give more nut room and air flow.
