1. I don't know if that's "normal" but I don't see a concern. Over time it may stretch but you can deal with that later.
2. There might be a risk of paraphimosis. Scenario: foreskin is retracted behind head; penis becomes erect, really erect; and the tension [due to shaft becoming wider] constrains blood flow. Some guys have had to go to E/R due to that. So to avoid risk of paraphimosis don't keep it "retracted all day".
