This was one of the first scenes I remember downloading, and I've had this on my hard drive for years and I was hoping a better quality version of this exists or if this is part of a larger film. I found it on GayBoysTube recently, and figured I'd see if anyone might have more information
The movie is called Dick Him from Hammer in 2012.
The top is Leo Cooper and he went by a lot of aliases, but this is his IAFD Profile (the movie isn't listed there). He was really handsome, but sadly met a tragic end that you can search if you want, but I won't post details here.
The movie is streamable on AEBN and can be purchased for download if you can't find it elsewhere. Looks like it's just SD though.
