Yes, they can. Even banned members can read these threads.
To be honest, at times, they seem to be the life blood of LPSG. The membership that posts in ET CETERA seems to thrive on these "high profile" banning threads. It's human nature. If you click on "views" on the first page of ET CETERA, you can go back in time and see all the threads about bannings.
It would be nice, but it seems to be a long standing tradition at this site.

I know that I was also told that if a member has their account disabled, and comes back, they DON'T have to tell the mods, However, when a memeber comes back solely for the purpose of fucking with people, then that is not kosher, not at all.
Seriously, I'll keep saying it until someone tells me to STFU, but No, HickBoy was NOT blameless in the matter, he could have handled it better, and did deserve some sort of punishment; but he did NOT deserve a permanent ban.
Then, adding insult to injury, ManlyBannisters getting a warning for telling that troll to stop harassing HER. Bitch, Please. That's where, IMO, the moderating team has failed.
And BTW, we did start a group called "BullyClanLifers" just as kind of a middle finger to that sort of thinking. Nothing too serious; though it was in that group where Hickie posted the PM that got him banninated.

The Mod actions thread says breaching final warning over another member - that would be old fuck wagon above there - who seems to be allowed to post about Hick with impunity, including gloating about the ban. Strange - I always thought those things were supposed to be a 2 way street.
