What if you lived in Maryland but worked in Delaware? (I'm assuming Delaware charges income tax ... but if it doesn't, let's assume it does for the sake of the argument.)
Could that person be paying federal, state and local income tax ... three types?
If so, then the person who lives in Maryland and works in DC would be escaping at least one type of income tax.
Which would be nice, imo.
Unless, as usual, I'm befuddled.
Maryland charges a state income tax - as does Delaware. If you live in Maryland, but work in Delaware, you pay your taxes to Delaware (if you have your taxes automatically deducted) and then report to Maryland how much you paid Delaware in taxes. Maryland will then decide if they are entitled to any of the taxes you paid in Delaware, and the two states will work it out. You cannot be charged double taxes.

So far as I know, the only locality in Maryland that charges a Local tax is Baltimore City. People who work in Baltimore, but live outside of the city escape paying local taxes there, too. Hardly any different from the situation in DC. Conversely, if a Baltimorian works in DC, he would still pay all three types of taxes. Interestingly, Washingtonians DO NOT pay state taxes (as they don't live in a state), unless they work outside of the district.

Is the complete clusterfuck that is the US tax code making more sense to you now? Or did I not answer your question?
