How can you make a circumcised penis more sensitive?

I'm definitely not an expert in that domain but I think that getting it more vascularized should help you get more sensations, so cardio should help

Hey Adam, I'm circumcised and have an amazingly sensitive glans. But I believe you about your situation.
The only thing I'll suggest here is that the idea that a foreskin makes it way more sensitive is a little suspect.
Maybe, sometimes. But I don;t believe all men with foreskins have sensitivity off the charts compared to us.
I've talked with many men who were circed as adults who feel they are as sensitive or more sensitive now.
Also many men struggle to cum when they want to. Either they come too soon or have trouble orgasming
and ejaculating. Your glans may not be the whole "problem." I'd suggest seeing your Doctor or a specialist.

People need to stop generalizing about circumcised/uncircumcised dicks being sensitive/unsensitive. I strongly believe circumcision has little to do with how sensitive your dick is, despite the supposed foreskin nerves you loose. There is plenty of guys who've been uncut/cut and feel no difference in sensation that did it for purely aesthetic reasons, no phimosis. As well as circumcised guys who are still very sensitive to the point it's problematic.

I have a friend who is circumcised and he told me when he was a young man he had premature ejaculation problems. So I don't think he had any sensitivity problems with his circumcised dick. He said one time he ejaculated on a girl's leg before he got inside of her.

You're assuming a lack of sensitivity, but this problem could also be some other issue. A urologist can confirm your penile sensitivity....they have a device with what's essentially a calibrated vibrator that is lightly touched to various parts of the penis. It's sort of like the hearing tests where a tone is produced at varying levels and frequencies, and you say when you hear the tone....you say when you feel the touch. Your entire penis should be sensitive, though not as much as the glans.

Many good points above. Too many variables involved to be able to point you in a clear, direction.
Main takeaway; it’s important to discern whether or not the problem is actually physiological or psychological.
Side notes; No silver bulket quick fixes, but creaims, moisturizers, oils and such do indeed help... and I know you’re not interested in restoration, and even if you did go that route, you wouldn’t have a foreskin overnight!
However, via the process you will notice increased sensitivity immediately! ... And a watered-down version of that would be to follow the mantra of covered = supple. if you have enough skin already to pull up over your glans- then do so and find a way to secure it such as paper medical tape, ...OR you can use a nipple from a baby bottle -and once you get some of the skin somewhat, or even entirely over your glans, secure it with the nipple by placing it over the end - see how that works out!

I have some of the same issues that you do. I have sensitivity issues in some circumstances as well.

There's a local morning radio show here and a couple of the hosts we're discussing this (in as FCC-acceptable a manner as possible) a while back. One of them heard that a popular foot scrub product made a great masturbatory aid. They reported back a week or so later and every guy in the studio gave it a thumbs up.
