Say I have a new porn website or an OF page and I want to contact, say, models I like on the Eastboys site. How do I go about it? I've seen some websites like IrmaosDotados have phone numbers up for their models, but is it possible to contact models at websites with no contact information?

Search for some other account where you can find and quickly contact them, like X or Pornhub or Xhamster/Faphouse, and use that.
If they don't have one, you'd have to contact the website operator, as it is your only option, but you'd better have low expectations. They have more reasons not to give the information (confidentiality, avoid competition, etc.), and ultimately, they'd first contact the model and ask him if it is okay to provide his information to you.
I understand Eastboys is just an example, but I think this one would be tough. It is European-owned (AFAIK), so it operates under stricter privacy legislation. Many of its models just did a shooting for the money but then moved on and now have a very different life (often their parents or wives don't know). The freshness and variety of its models make this website so great, but this won't make it easier to get their data. Still, you can try. Good luck.

Actually that's also something I've been meaning to ask. Do you know how Eastboys specifically scouts models? I know their brand is East European boys but they have a specific section called Latinos and tour Latin American cities regularly it seems. How do they come across their models?

If they have an only fans website you can message them there. Also, you can connect with them on their social media pages. Check both, their performer name & their real name when looking for them. I'm friends with a few porn stars on FB & Twitter. Social media pages that are strictly for advertising, they don't even look at the messages going to those sights but they all answer their only fans messages. Paying customers get answered first but you'll still get an answer. Also, the studio websites they are on have management contact information that you can reach them through as long as you don't sound like a psycho-stalker. Oh! Most also have personal profiles on the popular streaming sites like pornhub, xhamster, boyfriend tv, xvideos, etc.
