It has a big effect on it among other things. Getting to the point of dehydration puts a huge strain on organs other than the one between your legs..your kidneys, liver and eyes to name just a few. Did you overdo it last night or something? Try drinking water at room temp with a little lemon or orange juice to speed up hydration.
Not sure if this is relevant or not, but I have noticed that whenever I am hungover or am running a temperature, my tackle hangs heavier than usual. Not sure it has anything to do with hydration though, sorry.

Dehydration should at least in theory shrink everything because it reduces overall blood volume. It should tend to reduce blood pressure for the same reason.
In any case dehydration is a really dangerous thing and needs to be avoided at all costs. I ended up doing this by accident in the early 1990's.
I screwed myself up really badly and the after-effects lasted for about six weeks with minor weird things for about a year. After the bad bout I was far more sensitive to heat and to lack of body fluids.
I can guarantee you that as long as the quantity is not insane, you're better off with a little too much and pissing like a racehorse than you are with too little.
