How to deal with flakey friends?

Hey, I have a kinda casual friend I've met up with a few times in the past at parties and raves etc. When he visits my home town he always wants to chill and I am accommodating and we have a good time together. He lives in the same city as my brother and tells me to get a hold of him when I am down visiting my family and he'll show me around and we'll have a good time etc.

Anyway, I am here visiting my brother and I text him a few times and he says we'll hang out and then won't really give a definitive time as to when. I don't want to come across as too needy but he was the one telling me to get a hold of him in the first place. Do I keep texting in an attempt to get a straight answer or should I just let him decide when if at all when we meet up? I don't want to pester the dude, but it's kinda bothersome that he made it sound so for sure and just to get a hold of him etc. Anyway, maybe I just needed to rant a little.

Ya the vindictive side of me wants to do that, but he has a lot of health issues and is working now, so he's kinda busy. I'll let it rest and if he contacts me I might get together.

Ended up being a needy bitch and texted him, he apologized and took me out to sushi and we are heading up to major rave next weekend. Oh, we fucked like mad too.

I have a friend that is never really specific about when to get together. I just give him a date and time and tell him if I don't hear from you by such and such time I will make other plans. If the time has passed and then he calls I say I made other plans. He is a good guy but I refuse to just wait the week away.
