Youd have to reverse engineer it, you want to suck air out, not put air in ;)

Look in the yellow pages for acrylic tubing. When you go there they will also have clear acrylic in about 3/8". Get a small piece, enough to cover one end of the tube.
Get some acrylic glue. Go to the hardware store and buy a hose fitting for an air line, threaded on one end and able to fit into a tube, or hose on the other. Drill a hole in the 3/8" just smaller than the fitting and as you screw it into the sheet put some glue on it to seal it.
Cut the tubing about as long as you want and glue the piece with the fitting on one end. let it sit over night.
AT the auto parts store buy a cheap brake system vaccum pump with a gage. It comes with the tubing necessary for the job. The whole thing will take about two hours to make and cost about $35. That includes the pump.
When you use it do yourself a favor and pay close attention to the gage. The other thing you could do is make marks on the inch or half inch if you want to check the size as you go.
    mine has lasted several years.

Commercially made cylinders are likely to be more comfortable than home made ones, because they are tapered, and have a nice wide flange at the base. 665 Leather in LA sells premium ones for $36, about half or less than most other places. However, their pump is overpriced-- buy a cheap brake bleeder at the auto parts store.

You may need to replace the tubing fitting on the cylinder with a stanard fitting from the hardware store if you don't have the mating part.
