How to measure?

Hey, I just joined the site because I've been told I'm big before, but never really felt like I am.
The problem I'm having is- what is the accepted way of measuring? I looked all over the site and didn't see a guide or anything. I know that measuring straight down the top gives a different result than down the side, etc...
Shoot, I can add like 2" if I push it down haha.
So what's the proper way to measure?
