So far as I've ever heard, it neither shrinks nor enlarges. More likely is that when older guys put on weight, the fat pad makes it seem smaller, but when really old guys lose weight, it comes back out, but by then it's harder to get it up to full size.

I think it also has to do with your balls sagging a little more when you get older.
