Hung uncut or semi-cut guys for Skype?

What does semi cut mean? I kind of thought either you are cut or not. This is interesting.
I’m no expert, but I have chatted with guys who were circumcised at birth, but the doctor, for some reason, didn’t cut off all of the foreskin. He left enough skin to cover the head, but left very little overhang. I think it’s called partial circumcision.
