I think there is not much difference in average penis size between males of East Asian ancestry and males of European ancestry. However, in my personal experience, there has been a difference in the distribution of penis sizes between these groups.
I have encountered several Asian men whose penises are undeniably small (with a length of 10 cm or less even when fully erect), whereas I have never observed a dick of such small size on a White American man. There should be several possible explanations for this:
1) Random chance/sampling error
2) the left tail of the distribution of penis size among East Asian males is "fatter" than the left tail of the distribution of penis size among White Americans
3) East Asian males who have small penises tend to have fewer inhibitions in regard to exposing their genitals
On the other hand, many of the biggest dicks I have ever seen have belonged to Thai and Japanese men, and East Asians in general have had more of the high average (16 to 18 cm) types in my experience. The overwhelming majority of White guys I know fall into a narrow range of about 14 to 17 cm (roughly 5.5 to 7 inches), but I have also met a couple White guys with enormous cocks (20 cm or 8 inches +).
I have heard from an Italian friend that Southern Europeans tend to have more people at the ends of the distribution (very small and very large) in comparison with Northern Europeans, so my experience with White Americans (who are mostly of Northern European ancestry) may not be applicable to Whites/Caucasoids in general.
