Ellie, I wasn't aware that drinks cost money either. I just thought they handed them out to men when they walked in the door to share with the ladies they find attractive.
I'm the asshole who turns down drinks that are brought to me without me ordering it for myself. Even when I was single, that just irks me. Offering to buy a drink is one thing, and I may or may not accept depending on the way the man offers.. but when drinks are just 'sent over' it just gets sent straight back.

I'll be honest with you. I have never had a man other than my husband buy me a drink. I always wanted to know what it felt like to be found attractive and have a drink sent over my way just for the experience. There are several reasons why this hasn't happened to me. I got married at 18 (years before I could even go into a club or bar). When I was able to go into a club I was escorted by my husband.
Now if I go alone with friends, I decided I wouldn't accept a drink from a stranger because 1) I don't want him expecting something in return for it 2) I don't know if he drugged it 3) I don't feel comfortable with a man buying me something that could ultimately effect my ability to consent.
So men, if a lady doesn't accept the drink, might consider several of the above reasons.

In Austin it was bad manners to turn down an offered drink. Mum loved to babysit but asked me how I could afford to go to bars on Friday nights. I told her it only cost a Coke.

I also think it depends on the generation you came from. The kids nowadays have the attitude of "I'm not buying a woman a drink if I am not guaranteed to get laid" or "I'm not spending any money. She can buy her own" because $5 on a beer would just break the bank for them. If a girlfriend comes to the club with me I always buy her a drink for being good company.

When my ex and I would be live painting in a bar, people offered drinks as a way to start talking.
