That's a good start with what Badjack suggested. I do stress that clamping should be heavily monitored and only for advanced PE. I personally started with jelqing and an extender and while I'm unsure as to which has been beneficial to girth gains the main thing is consistency. Guys can lose focus and gains can be lost or don't happen for it. My personal regimen won't be the same as others who might follow similar practices. What it depends on is your own body response and genetics. Girth seems to be harder to obtain for some while others it's length.
What are your goals? Where do you reside in measurements? Is the first you want to establish. My fault was trying to obtain a measurement within a year, but that can't be the case going forward. Keep a reasonable goal and stick to it. That's all I can say.

Personal experience, I would tend to agree with @seanseattle's suggestion. I seldom pump nowadays, but after wearing a tight cock ring for varying time periods, I believe that led to my girth gains.
