I agree with you that environment can affect growth to some extent. I do not agree with Mr. California that receiving oral sex is an effective method of penis enlargement! ;D

More seriously, say two identical twins were separated at some point before their puberty, and for one reason or another one grew up sexually repressed - i.e. no sex/masturbation until past the teenage years. And the other twin had plenty of sexual activity - would using the penis (a lot) tend to increase it's size? I don't imagine anyone has made any studies like that... Any anectodal evidence?

Maybe if he whacked his whanger so often and so forcefully that he snapped his suspensory ligament. That's the only way I can see that ordinary masturbation sessions could appreciably lengthen the visible (external) portion of the penis. The penis is not a muscle; it cannot be built up like a muscle through frequent use or 'exercise'.
