Average is an imprecise word- it can mean at least a half dozen completely different things. Taken by itself, it's also meaningless without other facts, like sample size, controls, and reporting methods.
Do yourself a favor, and ignore any study where the measurements were self reported. That goes for anything, including dick size, customer satisfaction, or reliability.

I agree with you 100% guys with small dicks won't want to take a dick measuring test and because they have a small dick their confidence level is lower.

"properly measured" most of those 11,000 were self-reported so not certain to be "properly measured".

Average size isn't exactly agreed upon really. 5.5 is one of the lower estimates. I've actually seen more studies cite 6.
Anyway, even if this were so, it would be dishonest and unfair to say that 6-7 is above average and 7-8 is large and then turn around and say that 5-6 is "small" rather than "below average". I can't see it making any sense to call anything above 5 inches small.
I see 3 points in here:
In a size orientated society average can be not the desirable size and thus refered as "small".
There's a lot of exageration online and thus the average concept is biased.
Woman are probably not familiar with how real 5-6'' look like since they don't really measure penis that often. Maybe references to small 5-6'' are actually refering to smaller sizes the same way that women tend to claim to have had 10'' to easily. And sure exageration coming from men help with that

The average stretched length from this study is 12,5 cm = 4.92" and usually it's longer than the erect length.

Subsequent studies relying upon more objective methods found an average length ranging between 5 and 5-3/4 inches and a girth somewhere around five inches. A lot of neurotic feelings of inadequacy probably stemmed from the wide-spread acceptance of six inches as average.
2) The reason why otherwise average-sized penises are called small is probably simply due to the fact that they're not big. After a woman's felt a big cock, especially one of great girth, she may feel anything less is small, and anything less than that really small.
