That is the whole point of what we've been saying! The end of puberty is generally taken by all the established sources to be when the human penis stops growing naturally, and this is often recorded as being between the ages of 14 and 21, with some instances as early as age 9 or as late as age 24. The latter are clearly extremes, whereas the 14-to-21 range is quite usual.

This is why your generalization of a fixed cut-off point of age 17 was disagreed with so vociferously.
