The most common advice I've seen is to retract the foreskin before the applying the condom; but that isn't an absolute. You don't have to retract it and some guys prefer not to, particularly those who have a tight foreskin. You may have phimosis, that is, a foreskin which is rather difficult to retract. "Rather difficult" is subjective and if you look at other threads at LPSG you'll see it's a contentious topic, to say the least.

Don't worry about damaging the condom; they're quite tough. Unless it's defective, you'll wear out long before it does. :smile:

The frenulum is also tough but they do tear sometimes.

You don't need the skin pulled back. Try wanking with a condom on. The skin will either stay put or go where it wants to go. Whatever is fine.
