Hey I was wondering are there techniques to increase the flaccid length of my penis.

yeah pe helps but takes a long time and dedication been doing it for a year and a half and i gain 21/2 inches in lenght and 1inch in girth
"Helps," you say...?!? Those stats are nothing short (no pun) of miraculous...!!! ...And surely not by any means typical, especially in so short a time...?????
Any type of stretches will increase flaccid length, which is a precursor to erect length gains.
are u saying my gains are not alot or they are dont get what your saying i dont do pe like most i do pe like i breath i do it alot witch i get good gains and whats up big al i see u on alot of pe sites
What I said is quite clear, as opposed to whatever we're supposed to understand from your post. I say that the stats you cite are tremendous, and certainly a helluvalot greater than most men could achieve in that short length of time--or ever. I did not venture an opinion one way or another on the veracity of your stated achievement. ~~ And more importantly, you seem to be confusing me with Big Al, who is quite naturally on a lot of PE sites, since he is a PE guru, trainer, and adviser. You have never seen me on one of those sites, since I don't indulge.

The best way is to do the manual stretches.

Every one is different, for some no matter they do little will result. But you never will have result if you don't try!! I was told to always keep the skin soft, and exercise it several times a day. Was told by some to use a bag balm on the skin of penis and scrotum. There are now other things, Udder Cream, mineral oil and the like. Then tug/edge, stroke any chance you can. If you can hold in a stretch out state, it will eventually happening. Had one old chap(medical doctor) tell me years ago, it is the males in thier teens from around 13 and up practicing the above, as they are still in the active growing stages of life. He also thought that the jelging (spelling) was beneficial for that and some other things.
