It wouldn't be first time such a thing has happened, not just in India of course. If it hadn't been for her mother kicking them into action ... it begs an obvious question.

I was reading today that her mother believes the suspect is being set up. The article didn't specify what the ground for her suspicions were.

I honestly can't say.

My only 'run ins' (if you could call them that) with Indian authorities (police and army) have been in Ladakh and Kashmir. I wouldn't characterise them as paragons of fairness, competence and integrity but in mitigation I was pretty much in the wrong place at the wrong time so I wouldn't want to paint a overly negative picture unjustly.

I will add that many of those I met there wouldn't hesitate to do so and they're far better qualified than I. Of course many of them had their own axes to grind, impartial opinion was a rarity.
