They certainly seems to me to be more common. I don't have any myself but it doesn't really cause me to view other people either more positively or more negatively it's just a choice people make about how they look.
On the question of it being a bit of rebelliousness I never really went in for that though you could say that having long hair counts in a way. Even that wasn't deliberate - at a time I was single I didn't get to the hairdressers for ages so my hair grew long. Then some of the older generation started to nag and tell me I must get it cut and I though "Why should I?" "Who are you to police my appearance?" so I left it and it has been that way ever since.
