I've noticed there can sometimes be irony with guys' comfort being seen naked. While you might be more comfortable sharing more personal information with someone closer to you, you might feel less comfortable being naked with someone you know. In fact, you might feel more comfortable being seen naked by an anonymous person.
A couple interactions have made me think this can be the case:
1. At my gym, there are a couple college aged guys that are often there at the same time that I am. Both have a work out routine and come back to change together, usually in the same area of the locker room that I change in. Their changing process takes a long time, and includes mixing up energy drinks and talking a bunch, usually in just underwear. They are clearly good friends and talk about doing things outside of the gym.
One of the first times I saw them, I was sitting on the bench putting on my socks when one turns towards me and removes his underwear, meaning his penis is pretty much in my face. Once he pulled on new boxers, he turns back towards his friend and keeps changing. So he was more comfortable with the possibility of me seeing his junk, rather than a good friend who regularly sees him in his underwear. I started to pay more attention, and this guy always does the same thing. He turns away from his friend when his penis may be seen. One time, he turned away from his friend to remove his underwear facing me and a group of about 6-7 guys who had come back from the pool together. He'd prefer that a bunch of guys he didn't know potentially see him full frontal naked than his friend. His friend is generally a towel dancer but hes been fully naked enough in front of both of us that the other friend definitely has seen his junk.
2. My own best friend behaves similar with me. We became friends in college, and lived together our senior year in a dorm room. We were very close by the time we lived in the dorm, but had not seen each other naked. He never changed in front of me, and the first time I saw him naked was accidental. We were staying in a hotel room on break and he opened the bathroom door when I was trying to talk to him as I went down to breakfast. He was naked for his shower and only cracked the door, standing behind it. He didn't realize that the full wall mirror over the sink was reflecting his completely naked body for me to see, and I didn't tell him.
On our floor during senior year were a couple "cool" guys who roomed together and were pretty obnoxious to the two of us. Generally, they would make fun of my friend with me whenever we encountered them. They were wealthier and more athletic than us. I would try to act cool and my best friend would mostly ignore them although he'd be irritated.
They popped into our room one day as my friend was down the hall in the shower. They were sitting on his bed when he came back wrapped in a towel. He was kind of annoyed but they didn't leave. He eventually moved toward his dresser and started pulling out clothes, waiting for them to leave to change.
After a couple minutes of us talking and he just standing there in his towel, he drops the towel and is standing there in some gray boxer briefs. They joke about being disappointed, that they expected a show. He always came back from the shower with a towel wrapped around his underwear, which he'd change in the shower so as for me not to see in the room.
He was getting more frustrated but moved across the room to get deodorant. As he paused to put it on (holding one hand up and applying with the other), one of the two guys pull down his boxer briefs. I couldn't believe this was happening. He was facing mostly my direction and was now totally exposed.
His reaction was to turn his body away from me, back towards both of them. Thus he pivots their way, giving them a view of his junk as he pulls up his underwear. He was more concerned about me--a good friend--seeing him naked than these jerks that often pick fun at him.
Later that day, we started talking about the incident and he asks me if I saw him naked. I kind of smiled and he looked frustrated. I said it was no big deal and told him that about the hotel incident. That seemed to make him feel worse.
Later that year, we went to the recreation center and decided to go swimming. We were in the locker room and I slipped on my swimming trunks. He was down to his underwear and I thought he was going to change in front of me.
Nope, he walked into the next row of lockers--which had other people--and changed there. He left with just his boxer briefs and the trunks, so he didn't do a towel dance other there. I imagine he just changed with the possibility that others saw--but not me.
