Is a vpl inappropriate?

IMO, a bulge and a VPL are two totally different things. A bulge is natural and there's no reason to hide it or even be concerned about it... ever. Being able to tell whether a guy hangs to the left or the right falls under the category of bulge.

If more detail is visible, then it should be limited to venues where it would not be unexpected.

I agree it can be inappropriate at times. I usually try to be discrete in public. But I still get a lot of stares/looks. it seems to me that the "look" today, in fashion trends, is for your junk to basically show. I'm not talking about walking around with a woody, but the crotches (or rise) of todays pants, both jeans and dress slacks, is so ridiculously short there is absolutely no way to hide your anatomy. It is either a big bulge down my leg or if you are more prone to tight restrictive briefs it will look like a grapefruit in the front of your pants.......I mostly go commando, so it is always showing down my leg. I think it's only inappropriate it you obviously don't have underwear on and your dick is really visible/swinging. Personally a lot of factors will determine whether it is inappropriate. As you put it, there's visible and VISIBLE. I could imagine a lot of people will simply see it as anatomical, as many in this thread would suggest, then there would be another group of people who will outright reject the idea that VPL is acceptable in any circumstances. Upbringing, social conventions, culture, etc. I don't think there's any one standard on which to judge. As long as you're not intentionally putting it in people's face, or line of sight for that matter, I should think you're excused.
 
Context matters. in bike shorts, you get off bike to buy something to drink in store, VISIBLE VPL is to ne expected and there is nothing you can do about it. It isn't "bragging". Same at pool.

In normal settings, as long as it isn't obvious you are doing it on purpose, people won't say anything. So you can have a "subtle" VPL that shows now and then and it won't matter.

The other aspect to consider is that one person's VISIBLE VPL is another person's pleat in pants. Some are better at interpreting details that show through pants than others and while you may be able to see obvious sign the guy is circumcised, others may not really notice that detail. (which makes it subtle VPL).
