Its simple physics. It wouldn't be universal. Someone who can deepthroat, meaning take a man past the Epiglottis without gagging is limited only by their anatomy. So throat width x Esophagus length prior to the gastroesophageal junction... unless you don't mind stomach acid on your cock. Realistically, width would be the most limiting factor.
