Unless it was at a place or time that it would be appropriate like possibly swinging, it would almost always be weird. Imagine if a guy commented randomly on a female friends camel toe. Even if he wasn't interested it would come off a strange.

One guy at work who is a real nice person, but weird, had a great looking flaccid. In a million years I would never have told him that. Depending on the situation, I'm ok with a quick glance, nod, and "Nice!" at the urinals or locker room. With a friend I'd be open to a little more conversation. Less is more when discussing dicks with a stranger. Definitely don't say what you'd like to do with it.
