Trying too hard isnt sexy. Having self confidence to wear something that doesnt hide what you have can either be an enormous turn on or incredibly stupid, it all depends on place and context.

My rule of thumb (what i learned in high school) was to never be ashamed of my body, but to think about the context of where i planned to dress in a particularly sexy/revealing way. That way, a gym uniform or biking shorts display the appropriate amount of my body in the place where it is expected.

This guideline also allows for a speedo swimsuit, a bulge-showing pair of biking shorts or running tights, or even using my birthday suit. All in the proper time and place, where its expected to be seen.

I don't see anything wrong with having a cock. Some are small, some are big. So if it's big, we're supposed to hide it? That sucks! Women can't hide their large breasts, and men shouldn't hide their large cocks.

"Showing" covers a continuum from an unintentional bulge to outright flaunting. If your clothing is smartly tailored to show a bulge, that may be one step beyond conservative business wear but otherwise quite acceptable in most situations. Tasteful freeballing should be OK, and Speedos are standard wear at many beaches. If you purposely enhance the size of your bulge with cockrings or specialized underwear, there are places and situations where that would be in poor taste, but I wouldn't call any of that "perverted". Now if your attire is just a genital sock or your dick is poking out of your Speedos, I don't think that's appropriate in public.

It is one of the reasons I don't wear speedos - the bulge is quite obscene.

I don’t think showing your bulge is inappropriate, I like see bulge of guys, that talk to much how secure they are about themself, my suggestion, check how other guys bulge looks like, and make your look like that, but if your bulge is so big, well, it is like it is, don’t hide your out body just because must of men don’t like showing off their bulge

However, it's interesting and a bit sad to see what Cosmopolitan Mag. thinks to be good bulge images. LPSG folks could compose a much better gallery from a few snaps at the local gas station.

One interesting thing illustrated by the Cosmo Mag focus it that male bodies and bulges are being validated as a topic for discussion (and observation). We have all been looking for years, now we can discuss it in public.
