Weight loss is rather simple: you need to use more calories on a rolling basis than you take in. So without dietary changes, you need to significantly increase aerobic activity: running, walking, etc. Or you could calorie restrict your diet.

But it’s best to do both.

The fat on your face is subcutaneous. It’s the padding the body places there to protect the structures underneath. Subcutaneous fat is also the last of the fat stores to be metabolized. So if you have significant amounts of visceral fat (in the abdomen and neck), there will likely be some improvement in the face; but it won’t significantly change until you reach a lean body fat percentage.

Change exercise once in a while. If you do always the same thing, your body will become more efficient at it, and it will be harder to burn calories.

Where your body stores fat is genetic. If you burn more calories than you consume, your body will use your fat reserves. The problem is that spot reduction probably doesn't exist. So you might need to loose a decent amount of fat to loose the specific fat you are not happy with.
Btw. There is no weight management without diet. Cardio and weight lifting are great for your health and to retain/ gain muscle but if you want to loose fat you need to diet as well.

Overall fat loss. Although if you're carrying a lot of excess water that can bloat your face also. Too much sodium, too little potassium, dehydration can all bloat you. Alcohol too. Back when I used to be a heavy drinker my face would just blow up even though I was working out and my diet was otherwise clean. Now I realize it was largely due to the dehydrating effects of booze.
