Is it Possible to Trigger a Second Puberty that could Increase penis size?

Right now in 2009 this is not possible.

Here are the problems and the reasons why.

The tissues in the penis are diverse, all during puberty have a great number of receptors sensitive to DHT. As we proceed through puberty these receptors "down-regulate" and become less and less sensitive to hormonal stimulation. In addition the penile ligament structures become less and less pliable in a rate nearly matching the down regulation of the receptors.

In a person who had not completed pubertal development or with certain disease processes that do not allow proper penile development some enlargement can be done with hormonal stimulation. Some men are not complete with puberty well into their 20's. This is rare, but it does happen. Some have finished penile development processes by age 15.

In order to make a second puberty possible for penile enlargement we would have to first soften the structure of the ligaments and penile web. We would as a secondary effect have to either place in some kind of new regulators via a genetic splice to all structures simultaneously or regenerate the regulators present and then and only then would hormonal stimulation work.

The fact that we know what would be needed these days means that it will be possible some day and maybe sooner than you think. We just do not have the technology to do all of this right now.

As I understand it from my andrologist, it is possible but only if, due to illness or injury of the testes, you did not complete puberty. Once you're done, you're done. If you think there is possibly something wrong, get a consult with an endocrinologist.
