Bulbospongiosal and the bulbocavernosus muscle are the same muscle. Bulbospongiosal and the ischiocavernosus muscles are both at the base of the penis. There are muscles that are attached to the penis at it's base. But would you say that the human penis is a muscle?
Wouldn't this same logic apply to other organs like say the small intestines, would you call the small intestines just a muscle?
In the context of steroid use, working out, and gaining muscles would you say that the human penis is just a muscle?

Again those muscles are at the base of the penis, the ischiocavernosus and bulbospongiosal muscles are more accurately part of the perineum, or what lay people call the taint. This statement is supported by the very text you quoted which is a caption to a picture that shows exactly where those muscles are located.
To say that the penis "is just a muscle" is a gross mistatement. You can't even say that the penis is mostly muscle b/c it is not.
