I'm wanting to find out more about this actor, name and videos he's in.
I managed to find 03 videos, but it was pure luck.

You are from Japan?

I'm not Japanese, but I'm an illustrator with ongoing contract there therefore I can only speak from my work experience with them. For what's its worth, the Japanese has a high value in "freedom of creative expression" which means there's almost no boundary in fiction works, or even adaptation of true events in artistic way. This is also one of the reason why you can find some of the weirdest and fucked up fetish/hentai there.

TLDR the official law prohibit of showing obscene materials. Eventually it became vague enough but nobody want to risk getting penalty and fines so these censorship exist to comply.

These two are the most common way of censorship (explained on the first link in my previous comment). The second image is called strip-block and the first image is called silhouette-block (there's another alternative of it except it's painted in complete black, but it's quite funny to see because it gave the impression of a burned dick so it's not really common anymore.) With this thing, one can argue that it's obscured enough, even for just a little, therefore it's not a complete show of obscene materials.

Additionally some artists/studios did make uncensored works for higher price, but there's not much of them who publicly open it so it's rare to find. Therefore most uncensored manga that you can find online are 'unofficially cleaned up' from the scanlators.

Both are by the author Tagame Gengoroh, the first one is called Pride, the second one I don't know the name but it should be easy to find lol
