Definitely! Here for example we have a classic case of traditional Japanese workers wearing such traditional clothes in a traditional event, even to this day!

(The fundoshi in the picture were thrown to the public by the end of the night)

Jokes aside, Fundoshi is definitely a Japanese traditional costume and was not only used during most of Japanese history as it is still used in countless festivals around the country including gay clubs and fundoshi nights at gay bars.

Given it's also considered very masculine, I can definitely see the reasoning for a Japanese to choose it as a male pageant costume. While I don't think it's exactly what the contest was going for and have serious doubts such a choice helped the contestant in any way, the choice itself doesn't surprise me that much, from a more Japanese point of view.
