Apparently the same card company who's managing purchases for both Global & Japanese sites are the same, so it's possible that they're deliberately declining foreign profits on the Japanese site because, why would the card work for Global but not the Japanese site if they're managed by the same company? I've contacted customer service by email but I'm keeping my expectations low. This is truly unfortunate & upsetting.
