It’s commonly a saying used to describe messy unkept hair regardless of race. I doubt it was a racial insult simply because it was being directed to a black guy.
Before he got his hair cut, he was wearing braids/locks. When he unbraided his hair, it was just curly -- like it is in its natural state. It wasn't unkept. Also, he's biracial, not black.

I just don't consider most biracial people black -- especially if they don't look like it and don't really claim their blackness. I've noticed that many try to pass and only hang out with WP and stuff -- especially if their mom is white and dad is black. Many straight ones I've come across on here will only get with WW. That's a turn-off. If they don't consider themselves black, I'm not going to, either.
